Hon. Justice Rabi Talatu Umar

Hon. Chief Judge, Bauchi State

Hon. Justice Rabi Talatu Umar was appointed as the Chief Judge of Bauchi State in June 2016, becoming the first woman to hold this position in the state's history. Her appointment followed the retirement of Justice Ibrahim Mohammed Zango in 2014 and was confirmed by then-Governor Mohammed Abubakar, despite initial opposition and petitions questioning her seniority and state of origin.

Judicial Reforms and Initiatives

Justice Umar has been instrumental in implementing reforms aimed at enhancing the efficiency and accessibility of the judiciary in Bauchi State. In May 2023, she inaugurated the Small Claims Court, designed to expedite the resolution of civil disputes involving amounts up to ₦3 million. This initiative, supported by the Presidential Enabling Business Environment Council (PEBEC), aims to improve the ease of doing business and provide swift justice for micro, small, and medium enterprises.

Advocacy for Judicial Prudence

Justice Umar has consistently advocated for judicial prudence and fairness. She has cautioned judicial officers against entertaining witchcraft-related cases, emphasizing the difficulty in proving such allegations and the potential for wrongful prosecutions. Additionally, she has criticized the imposition of excessive fines on convicts, arguing that such penalties can lead to recidivism and undermine the rehabilitative purpose of the justice system.

Efforts to Decongest Correctional Facilities

As part of her commitment to justice reform, Justice Umar has led initiatives to decongest correctional facilities in Bauchi State. In August 2023, she facilitated the release of 31 awaiting trial inmates during a routine q uarterly review, highlighting concerns over prolonged detentions and the need for timely legal processes.
