Hon. Justice Halima Ibrahim Abdulmalik was appointed as the Acting Chief Judge of Niger State on February 25, 2022, following the retirement of Hon. Justice Aisha Lami Bawa Bwari. Her appointment was confirmed by the Niger State House of Assembly on August 12, 2022, making her the 9th substantive Chief Judge of the state.
Justice Abdulmalik began her judicial career in 2011 as a Judge of the High Court of Justice, Niger State, a position she held until her elevation to Chief Judge. Upon assuming office, she pledged to overhaul the judiciary by streamlining processes, embracing digital transformation, and upholding a zero-tolerance policy for corruption.
Under her leadership, the Niger State Judiciary has undertaken significant reforms, including the construction of new courts in Lapai and Dikko, and the renovation of existing courts in Suleja and Pandogari. These efforts aim to enhance access to justice and improve the working environment for judicial officers.
Justice Abdulmalik has also been proactive in addressing prison congestion. In March 2025, she facilitated the release of 35 inmates during the annual jail delivery exercise, emphasizing the importance of non-custodial measures and the reintegration of reformed individuals into society.
Recognizing the challenges posed by insecurity, she has highlighted the closure of several courts due to banditry and has called for increased support to ensure the safety of judicial officers and the uninterrupted delivery of justice.
Justice Abdulmalik's commitment to ethical leadership was acknowledged in November 2023 when she received the "Ambassador of Ethics and Conscience" award from the Centre for Ethics and Self Value Orientation (CESVO).
