Hon. Justice David Gwong Mann was sworn in as the substantive Chief Judge of Plateau State on April 25, 2022, by then-Governor Simon Bako Lalong at the Victoria Gowon Hall, New Government House, Little Rayfield, Jos. Governor Lalong commended Justice Mann for his dedication and integrity, urging him to uphold the independence of the judiciary and resist external pressures, especially from political entities, to maintain the sanctity of the legal system.
Upon assuming office, Justice Mann emphasized his commitment to serving with integrity, honesty, and a steadfast adherence to the rule of law. He acknowledged the challenges within the judiciary and called for collaboration among the executive, legislative, and judicial arms of government to enhance the administration of justice in Plateau State.
In May 2023, Justice Mann played a pivotal role in the domestication of the Child Rights Law in Plateau State by signing the operational rules for family courts. This milestone, achieved 18 years after the law's initial passage, aimed to ensure that proceedings related to children's rights, privileges, and welfare are effectively addressed in accordance with the law.
Justice Mann has also been instrumental in justice sector reforms. In March 2025, he participated in a three-day collaborative engagement with the Plateau State Justice Sector to enhance the implementation of the Plateau State Administration of Criminal Justice Law (ACJL) 2018. The program focused on key legal issues such as lay prosecution, confessional statements, case management, plea bargains, witness protection, and sentencing, incorporating gender mainstreaming and disability inclusion to align with best practices in justice.
